What does it mean really?

Levels of Pressure Sensitivity

" This is an important concept for people to grasp, because most artists do not work with brush sizes above 256. Furthermore, the difference does not become easily perceptible for a little while after that.Some professions will require large brushes. For example: someone who is working on a poster that is going to be blown up to billboard sizes (and aren't using vectors) will definitely need a tool with higher than 256 Levels of pressure." - ticktakashi.  This is what you should be thinking about when choosing this model based on pressure sensitivity.

Tilt Recognition

Natural tilt support is basically the head of the pen having a wide neck which was already present in the previous Pro Pen. Tilt recognition itself is obviously important.

Latency

The Pro Pen 2 promises virtually no latency which I suspect will be true with latest innovations in CPU technology. But this will probably turn to be untrue as the hardware ages and you pile on more challenging tasks for it. Keep your tablet uncluttered with programs and you'll be fine.

Battery/Recharging

Like every Wacom Pen this model too has no battery nor recharging.

The Lack of Parallax

EMR technology used to have problems with parallax they addressed this in future models and as far as I know a lot of competing models still have this issue. Definitely a win for Wacom.

Summary

I have to admit I have yet to try 8192 levels of pressure sensitivity but I suspect that it's more like a marketing ploy than actual added practical function. One of these days I want to try comparing pressure sensitivity with a surgical robot arm.
Another worry I have is the crazy price we can expect. The 13 inch Cintiq is roughly around 700 dollars but what can we expect with this new model? 
The claim that there will be no parallax is something that I'm excited for. Combined with that crazy high resolution and supposed accuracy we might expect a new flagship product.
